What kind of permit do i need to collect a lizard in california?

You need a proper license which is a saltwater license which puts reptile collection under its guise. Some species say for instance a horned lizard are highly protected and it would be next to impossible to get a permit for such.

This is incorrect. The law requires a "sportfishing license". This is the standard fishing licenase one would buy for freshwater. A saltwater license is different than a sportfisihing license.

Just get a fishing license, and double check that the species is listed for legal collection and how many may be taken with a fishing license. Places like big 5 have this info and you can get a fishing license through them.
