Do I need to purchase a mister or is a regular spray bottle from wal mart filled with spring water acceptable? While I'm on it, does the substrate need to be saturated as it would be with rain on occasion to keep the waste etc circulating, or will just medium daily misting and the plants take care of most of the waste?

I hand mist all my tanks (using a hand-pumped mister-like the ones that you buy at wal-mart for insecticides). I mist every couple of days. I keep the humidity in my frog room at 65%.
