Is the reptiflo a decent little pump to use for water circulation? and do I need to leave access to it for any future reasons or is it okay to place it under my substrate divider in the clay pellet layer? I don't want to have to go digging up my substrate in the future to replace or repair a malfunctioning pump.

I don't know anything about the Reptiflo pumps because I haven't used this brand, but whatever pump you get, be sure that you can access it easily, as all of them are likely to need repair (new impellors, etc.) cleaning or replacement sooner or later. I usually just put mine in a pond area and hide it with rocks, or just behind something that can be easily moved away temporarily.
