my 5 year old female has swollen legs and feet, joints can't really move, and lips looks fat. What is wrongwith her? she just lays there in the tank moves as little as possible, but still has good weight and is hydrated .

This sounds like a trip to the vet. Swelling like you described especially if it came on suddenly sounds like an allergic reaction or the results of being exposed to a toxin. It could be caused by something else too but an imediate trip to the vet is nessary. Do not wait.
