Heat tape

Do you think a 12 inch by 11 inch peace of heat tape can heat a 40 Qt 38 long tub. I'm having a hard time getting my temps up high. I have the kind with wheels on it you think that the tub is to high off of the tape. I know Its only like 68F in my basement. Is there a way to heat them with out heating the whole room. I have coverd some of them holes in the tubs.

I thinks its like 70 on my cool side and 9o on my hot side.
