sexual ambiguity

i have this girl that has a single bulge where males normally do, it isn't as pronounced as in a male andthere aren't 2 disntict hemispheres like in a male but there is a bump...she's about a year old and i always thought she was a girl, but he has yet to lay, could she be manning up or is this something else?
