Red foot with mites

Is the treatment and procedure for treating a tortoise with mites the same as for a snake?

It's funny, I"ve never heard of a mite case in torts before. While I'd like to assume that prevent-o-mite and the other few reptile products are fine in chelonians, I would first verify this with your veterinarian. Why, because a) I don't know the active ingredients off the top of my head and b)Ivermectin, another commonly used antiparasitic, is deadly to chelonians.
