A question about California regs

I am a little lost here and hope someone can help. I live in California and I just read the Fish and Game reptile regulations for the 4,000th time, What I get out of this is they are calling a common California King Snake a sub species and saying it can be collected with a sport fishing license witch I understand but also that it can be bred, bought, sold, imported or exported with no license or prior written permission. Did I read this right? If so What make this snake and the others on the list be considered this way?

In a word. NO

You need a breeders permit to breed them and sell. A fishing license to catch them.
