So my sulcata is about a year old now, and he has a runny nose, i'm not sure if this is normal or not, but today it got so bad that one nostril is clogged and he is a bit sluggish, any advice please!!!!

Take him to a reptile vet.
How do you have him set up? What kind of substrate is he on? What does he eat? Does he have UVB lighting or get any real sunlight? What are the temps in his enclosure?
Take him to a vet first then if his home/diet needs any tweaking I'm sure that people here can help you with that.
