Brazilian Rainbow Boa Environment

Looked at the Boaphiles, but theyre a bit pricey--can anyone recommend a suitable cage/enclosure for a baby BRB thats not really expensive?

you could always use a rubbermaid tub, they have clear ones, just make sure the top is tied down, and has vent holes and you will be fine, cost less than $10 for one plenty big enough for a baby

Thanks-- what should i use to heat it and what does he need for the environment inside the enclosure?

Well, I'll leave that question for someone else to answer if i am wrong...but if i can remember right you can use newspaper as substrate, and for heat the best thing is an under the tank heater(UTH) which would be best utilized with either a thermostat or a lamp dimmer, you would just want to start on the lower setting(s) first, as is it gets too hot, my melt the container and/or burn your snake...I hope that helped, and I am no expert but this is the cheapest way I have been told by others that have been doing this for years...hope everything goes well for ya, and good luck!
