Found a sick turtle

I got a sick turtle from people who did not take very good care of him. He hasnt had a sun light in a long time and has been soaking in water...

I put a sunlight on him and his shell is starting to chip.. Is this normal? What should I do to help him, the bulb is only a 50 wat.

What species of turtle is it? Can you describe more in detail how his shell is starting to chip? Is it chunks chipping off or is it thin layers peeling off?
Does he eat for you? What does he eat?
