THAT HAS TO BE THE WORST SETUP EVER. YOU KNOW VERY LITTLE ABOUT WHAT YOU'RE DOING. IF YOU CARE ABOUT YOUR ANIMALS, PLEASE DO THE RESEARCH REQUIRED TO PROPERLY CARE FOR THE ANIMALS. THIS IS BEST DONE BEFORE YOU BUY. YOU MAY HAVE ALREADY CAUSED HARM.TAKE THE WATER OUT. TAKE THE LID OFF. GIVE THEM SOME KIND OF SUBSTRATE.

I second the opinion, you are better of trying to duplicate the wild conditions of the tortoise, both for health and behavioral reasons, neither seems to be happening in your setup.

Pyramiding is caused by more then lack of moisture, too high a volume of quality of food and lack of Ca uptake can be also to blame.

No, a normal UVB 8.0 or 10.0 bulb will be blocked by any time of plastic, glass or even metal screen.
