I have some snakes that won't go near the water except to drink, and others that love to soak. It varies from animal to animal. As far as humidity. What type of enclosure are you using? That could be the problem. An easy way to up humidity in many cases is use cypress mulch as bedding.

i am using a shredded mulch that i got at the reptile expo in del mar and the cage is about three feet long and probly 16" high with a top that is half covered in plastic and the other side is just regular screen

If you cover the screen portion with a board, or tape a plastic bag over most of it, that will help with the humidity. Just don't cover it completely so you keep some air exchange.
