There are many sites that can help you out. Some are,
http://www.htmlclinic.com/ and http://htmlgoodies.earthweb.com/.

There are many people that offer web design too. I offer web design and you can find out more on my site in the web design section.

I used Geocites, I am someewhat computer smart with the basics, but not too into them, but I can tell you if you just get curious and read through your options you can come up with a nice site. Look at mine, I have put alot of work into it, but it was really easy. Good luck!

If you are looking for a host, I would definitely use Geocities.

They have all kinds of hosting packages, and I love using PageBuilder.

I'm never made a website in my life, but managed to put mine together. Its not the best out there, but I think it looks pretty decent.

Good luck.
