I got ahold of a wildlife official from Jefferson City and here is how he described it....
Interpreted by Bill Kohne of Jeff City Dept. of Conservatiom:
1). There is no permitt required to collect wc non venemous native species if you live in MO but you can not take them out of state.
2). To keep and breed/sell c.b native species you need a class 1 license which costs $50 annually. To obtain one an inspector needs to make sure your caging is adequate and measures 1.5X the length of the animal.
3). W.C. cannot be bred to c.b.
4). There is no limitt to how many c.b. animals you can own with a class 1 license
