We've had this RE turtle for about a year and all has been fine, until we changed his water the last time now he's/she's acting strange not eating, not swimming (just floating) if he gets in the water at all. Now he's doing this thing with his throat like stretches it way out & puffing it out like a frog and making some weird noises. also one of his bulbs went out He has two normally. Now at night after his light is turned off he turns his self towards the lamp on the table beside his tank to face that way.

That's a big red flag. The stretching, puffing, & noises are symptoms of a respiratory illness. Is the turtle floating lopsided? If so that would be another symptom of respiratory illness.
You should take this one to a good reptile veterinarian & get that checked out.

Do you have heated water? What do you feed the turtle? This could have been brought on by poor diet and/or temps too low.

Thanks for the reply. He seems to be doing much better, swimming eating and so on. We thought it was resp. infection. No vets around here for turtles but a friend in another state had the same problem and thats what it was so we just warmed his water up & replaced light bulbs and he's back to his normal antics. We are keeping a close eye on him though.
