First off, your temps are good but at the top end of where they should be, maybe the boa is not used to the temps. Also, how soon after arriving did you feed it? I always recommend waiting several days and typically wait a week myself when bringing in a new animal. Lets them settle in and get used to the new surroundings. Including learning where the warmer and cooler spots are.
Now that it has regurgitated, WAIT two weeks before attempting to feed again, when they regurge they lose many of the helpful bacteria they need to digest. When you do feed again, start SMALL and SLOW. Baby snakes can go weeks and even months without food. While not good to starve it, it's better to let it recover before you stress the digestive system again. Regurgitation can also damage / inflame the esophagus.

Thank you. I fed her about 3 days after she arrived. I will wait about two weeks before feeding again. Right now I have a 75 watt basking bulb/heat lamp on top. Do you think I should go to a 100 watt bulb and get the temp up to 90F? The breeder told me it should be about 90. I have a 60 watt nightime bulb which brings the temp down to 80 every night. Let me know what you think, thanks again!
When I receive any snake (mainly babies) I put them in 1/2 to 1 inch high of water to rehydrate them. This is because they arrive a little dehydrated after the shipping. Probably this is not the cause but you could try to put your snake in a small container and left it for about 4 hours daily for two days and offer food the third day.
I'd left the temperature on the mid 80's and rise the humidity.
