not ban but : regulation on amended to include non-native venomous snakes. Owners to meet USDA regulations and require them to register with local animal control authority. among the provisions the bill requires to carry at least $250,000 in liability insurance or bonding. No grandfather clause or time to become legal. Either comply with or you are ill-legal.

But there is no such thing as a USDA permit for reptiles....

permit........USDA regulations of keeping. Yep, went to state USDA and they had no idea of such on reptiles, sent me to federal and they kept talking about horses and said this is a wildlife thing by my state, called my state wildlife office and struck the law enforcement person that I talked to kind ( my opinion ) of dumbfounded at times. Kept saying ( I think ) state level of USDA enacts wildlife agents to view cages-etc. up to USDA standards. BUT the federal and state said they don't know of any standards on reptiles when they finally got back to me. So see what I said about a very clear not thought out campaign to passing of bill concerning reptiles ?

Can such laws be fought legally as unconstitutional, since they are worded in such a way as to prevent anyone from doing what the law is supposed to allow?

very rarely fought to win or lesser degree once passed. And since there was almost to no opposition that they knew of or that i knew of on the reptile part...............Remember that it wasn't easily found even of proposing of legislator/legislative alerts or of a certain time frame. Another part of my annoyance with talking to my regional wild life office and state office. Even when the proposal was thinking of blanketing large constrictors and crocodilians was there much or any word from the states reptile enthusiast. Of course for some reason the above listed wasn't included on this bill but with knowing the " foot-in-door " syndrom.......
