Depends on...
1) Size of the box.
2) Species and size of animal kept in tub.
3) High/low temperatures in the room where the tub will be kept.
4) Amount of placement of ventilation in the tub.
5) Amount and placement of thermal mass in the cage.
In other words, we need more information.
But in general I would say get a UTH that covers about 1/3 of the tub and then adjust the other parameters to make it work.
Understand that a sterile tub setup in a relatively cool room is not the right place for a UTH. At least for many species.

Current snakes:
0.0.1 Gonyosoma oxycephala - Java locale (green)
2.2 Gonyosoma janseni - Seleyar locale (all black)
1) I have 90 quarts (34" by 16" by 12"
and 27 quarts (23" by 16" by 5"
.
2) KSBs in the 90 quarts, and Western hog in the 27 quarts.
3) High fifties to mid 60's.
4) Each tub has six holes melted on each side, on the thicker plastic near the top.
5) Each tub contains a crock dish, aspen substrate, and a creature cubbyhole (http://www.herpsupplies.com/product.cfm?id=SCL00266)

i would go with some ultratherms they are kickbutt heat mats .
with the room temps you are going to need to make a foamed box IMHO to help hold heat on these tubs , while heatingthe bottoms will work the tubs will dissapate heat faster then a cage will esp in those cool of temps .
i would say 11x17 - 11x23 ultratherms would be enoguh they will need a dimmer to control the power to them ( so you can dial the heat wattage in as you need it .
hope this helps

I've used sterilite and rubbermaid boxes, standalone, no rack, with cobra heat pads and my own made out of 4 inch flexwatt.
