A little help? RE: improper keeping...

I work at a boarding school where some of the staff actually live on campus.

One guy living on campus has a pretty bad reputation with animals. He seems to buy things without even thinking about how to keep them properly, nor does he even try to find the information.
He bought a boa a few months back. Some of the students here have told me he has actually said, "I'm not gonna feed it. I just got it so my son would shut up about getting a snake."

Now granted I have to take this with a grain of salt as the students don't exactly like him very much, but this sounds like something he would do.

But on another occasion he actually asked me about some problems with his Bearded dragon. He said its toes were up in the air as it walked and only walked on the "heels" of its hands.
Of course the red lights and sirens went off in my head and I said it was MBD. I told him he had to get to a vet ASAP. Unfortunately I don't think he did, and word has it, it died.

Apparently he just recently took a snake from the wild as well. While I believe it was just a garter snake (and since they are legal to take and own), there isn't a real problem there. But this guy is an idiot and I know he's just gonna kill that one too.

Problem is, I don't have any real evidence on whats going on in his apartment.

What are my options?

hard to say on what to do with maybe repercussions against everybody else keeping and laws have been passed on this alone. Before doing something drastic like reporting him to animal control or any other agency ( if they really care ) try the information approach again with taking him in as a " buddy " and show him the care of species on-line. OR if you know of any other herpers/keepers of same species, see of they would let him in to view their animals and cages, etc.
