ok sorry to bother you guys again but my garter is going to shed soon because of his cloudy eyes right? i know NOTHING about it. he/she has not been out of his hiding space all morning(its already 11am) is this normal? i don't know, please let me know, oh and can somebody post a picture of a male tail or female tail so i can try to figure out what mine is? thanx so much!!!

Yes, it's normal when they are about to shed.

Here's a picture. It's from a book (The Garter Snakes - Evolution and Ecology), so there might be some copyright issues. Moderators can delete it if it crosses the line.

at what age/size is it apparent? I have two young-ish garters, and I can't tell.

At maturity. Males become mature at 12-24 months of age and females usually at 24-36. Until then they all look pretty much like females.
