Feeding a baby turtle?

I recently picked up a baby painted turtle. He is about the size of a quarter. I actually saved him from being eaten by a largemouth bass. I have never had a turtle before and I was wondering, do they need a heat lamp? what do I feed him/her? It's mouth is too small for a cricket or worm...and how do I know if he/she is eating. If I have them in water with rocks...how often do I change it? (the water)any help anyone can give me would be great.
