i want to buy a het to start a breeding project and i want to know when the best time to pick up what others are "unloading" for a good price

It's always a good time to buy or sell(if you know the market).
That said...there can be some deals to be had from those that have just hatched out what they need(i myself will be selling off a het male once i get a homozygous albino male,etc...).
buyer beware though...do your homework(and make sure they did theirs too!)

Het for what? Some are already at rock-bottom. If you are looking at a non-visual, I would focus more on who you are buying from. Doesn't do you much good to pay a low price for an animal that isn't what you thought it was. My het albino males are almost given away with my het females.
