I would get a thorough vet check. I'm assuming this is an import or farm bred animal? I'd get a fecal done and have the whole animal checked out.

i have seen this before and generally but not limited to poor ventilation and too hi of humidity. dry the cage out and clean off the infected area as best you can. ask your vet about an anti fungal agent or you can just keep it dryer and will shed it out. i have used this method on approx 6 animals with wonderfull results.
