problem with baby red tails vent

hi all, 3 days ago i got my baby red tail that i ordered from a guy in florida. when i pulled it out of its tupperware container i noticed its vent or cloaca was kinda open. i figured it was jut scared so i thought nothing of it. 3 days later it is stil open and the tissue coming out of it looks very dry. im not sure what sex it is because i asked the guy for a female but the tissue looks like a penis. i dunno what to do. has anyone seen this before and if so what should i do. thanks, chris
