My turtle seems sick, help

My turtle is constantly sleeping, and isn't alert. His shell feels leathery and dry, even though he is in the water. I know this is different because my other thurtles' shells aren't like that. He is limp when you pick him up, and his eyes seems more swollen shut than anything else. He is only a hatchling, and I would like any advice. Thanks anyone.

You need to include more information than that. Species, temps, water quality, setup, what you have been feeding it etc. Sounds like it needs a vet. Don't wait for advice here, take it asap.
