Neck Lumps on Uro

My Imhotep is an Egyptian Ocellated Uro. I don't really know if he's male or female, actually. I've had him since March of this year. He is just finishing his first shed.
If you look at the pic, right behind his head (behind the little 'gill' holes) his neck is really puffy. What the heck is this?
The area is even on both sides, and doesn't look discolored or oozing or anything like that. Its just sort of puffy. I didn't know if this was normal or not. I tried touching it, and it is just soft.
Maybe he is puffing up because he is angry or something? He did do the belly wiggle and try to snap at me today when I reached in there.
Although it seems like this is the way he always looks.
Does anybody know what this is?

Hrmm well i have no clue if they're normal or not on a Uro, but i can tell ya that the "gill holes" are his ears

Mine have skin around that area in a similiar fashion, it shouldn't be anything. It's just a little skin to let them turn their head I believe.
