Tails don't grow back on dragons. Usually tail nips etc are caused by too many baby dragons kept together and often not being fed enough often enough to keep them from eating eachother's appendenges. However, even well fed dragons will still bite, seeing the movements of toes and tail tips as possible insects moving about.
