I'VE GOT A 12 MONTH OLD FEMALE DRAGON IS IT TOO LATE TO BREED HER?
No, but she is young to breed. Egg clutches will most likely be small and some would say her production will be down in subsequent years as well. What is her size and weight?

at 12 months old, it's too early to breed her. Best to wait till next season, give her time to actually grow up before you breed her. Producing eggs puts a great deal of strain on female dragons and if they are under sized or under weight due to not yet having a chance to reach full maturity, could slow down their own growth, result in small clutches with higher infertile numbers, increased risks of egg binding, calcium crash and other problems.
Its best to at least wait another 3 months (6 months or more would be ideal), make sure she is at least 300g (or better yet 350g ) then breed her. This ensures she has reached her full growth and is fully mature. With the extra weight, she will be better able to produce healthy eggs and remain healthy herself.
