I must sound really dumb asking this but can all snakes swim. I just got a baby red tail boa and she shed the day after i got her and did not shed completly. Ive heard i should soak her but i dont want her to drown should i still soak her?

Yes they can swim. BUT, they can't tread water forever. water depth should be deep enough to submerge but not so deep that it can't rest on the bottom.

To treat the partial shed, place a warm damp towel in a snake bag (or pillow case) along with your snake. Place this bag back in the cage where it will keep warm. As gthe csnake explores the bag/towel, it should dampen and slough off the remaining shed.

Long term, if it didn;'t shed right, it's usually an indication the environment is too dry. I don't know your setup but excessive ventilation is a typical root cause for low humidity.
