How would one buy a snake at say.. Dayton Expo and get it back to there home in Delaware (for example), would I carry it as "carry on" or what?

You wouldn't (at least not legally). You'd make arrangements with the seller to ship when you got back.
Luckily, I'm driving, so that won't be a problem for me!
