My RES has had shell rot for it seems to be almost a month. I soacked him in a sulfur bath, changed his water and even used Iodine. It seems to be growing, but it is only at the stage where there is a bit of white on his shell. Does anyone have a good idea for what I should do to help him out?

Take him to a vet. He needs prescription medication to treat this, but first you need to find out exactly what's causing it. It could be fungal, it could be bacterial but without knowing then there is no way to know which medication will work.
