My tortoise is bubbleing at the mouth. Is this normal? I'm taking care of it for someone, so I don't know what species it is. Please help me!

As a rule this is not normal and you might want to get it to a vet ASAP regardless of the species.

Bubbles coming out of the mouth or nostrils is often a sign of a respiratory ailment, which if left untreated can be fatal. Treatment is best left to a professional. Good luck.
