How to clean stuff off a tortoise neck??

There is a bit of dried grass stuck on my tortoise's neck, from it rummaging around in the food etc. yesterday. I can't seem to get it off because everytime I approach it to clean it it goes back in its shell! How do you clean stuff off of a tortoise's neck??

you could give him a bath. letting hims soak should loosen it up and get it to float off, but i prefer to put mine in a tub and let the show run on them for about 15 min.

Is that ok for desert land tortoises? I do soak him everyday but in water that only reaches his carapace's bottom. This is a sulcata baby here. And the grass is at the TOP back of his neck.

getting the tort wet shouldn't be a problem if you dry him off, but since its a baby you could just run a trickle of watter over him in the sink, try holding him under the watter.
