Is this unusual

I got home and went down stairs to turn off the light and saw my little guy on the ground kinda coiled up not on his perch. He is in a rubbermaid right now since he is small. I remember someone saying if he came home and saw that he would freak so I am wondering if it is OK.

Well, I wouldn't freak but it may be a concern. Where is the snake now? He ate a few days ago...still good with that? Any other "problems" noted? Does he have several perching options of varying diameters? Water within reach? Is there anything in his environment that gives a clue to why he might of ended up on the floor? Did he make the move during the "light hours" or during dark period?

Where's your heat source? Could he be cold? That's one of the first things I would look for in an otherwise healthy ETB. ETBs don't go to ground and stay normally. Young ones particularly will cruise their cage, especially when they are hungry, but they usually keep moving.

What are your temp parameters? We usually keep neos and juvies at a constant 80-81.

I have seen somthing simlilar, if an emerald does not feel secure on the perch they so somtimes ground, rare, but I have seen it a few times.
I would use a plastic coat hanger or thinnner solid core pvc, scuf it really good with steel wool, and re introduce him to the perch. these animals like texture, as well as size.
Most likely it is a texture thing they hate smooth surfaces because they tend to slip, and make the animal work harder to stay perched, let friction do the work!

He did that during lights on.

The temp is a constant 80 degrees.

I use PVC pipes that I sanded and washed before I put them in so it was not smooth.

He is very active I took him out for awhile today and then put him back in to have him poop the white stuff. Everything else seems fine.

Thank you for the advice, I will keeep you posted.
