i live on hatteras island north carolina during the summer rigth near the souther tip of the island, and some years ago i saw a light brown /tan snake while walking down the road, i didnt get a chance to catch it, it didnt look venomous and was probably thre feet or so long, and my neighbors have apparently been seeing them and keep asking what they are, i dont know so i ask you guys what might it be, also i was wondering if there are black rat snakes here, the only black snakes i have seen/caught so far are black racers or hognose snakes

Does it have a pattern, any stripes or blotches, or is it a solid color?

There are Rat Snakes on the Outter Banks. They are intergrades of Black and Yellow Rat Snakes, but from your post, that does not sound like what you saw. My guess is a Brown King Snake (Mole Snake).
