A camper spotted this one at the day camp that I work at. I love the intense red on it. I still have yet to find one...any tips?

In my experience, eastern milks are most often found in association with other snakes. They are usually found in the same habitat as garter, DeKay's and ringneck snakes. The best places are open fields with rocks, tin, and plywood. If these open areas are near the woods, so much the better. I've never found an eastern in "natural" habitat - for me they've always been under mad-made debris or rocks (put there by people for rock gardens).
