How long ago did your female last mate? How old are they?
I can't tell you if it could be the male or the female if one even is infertile. I had this problem once, and what I did was to get another female. I figured that they three could live together and if the new/second female produced fertile eggs then it was the first female that was infertile. If all I got was still infertile eggs, then it would likely be the male.
