I would go with red foot, tHey have simular care to box turtles, and there personalities wont let you down. Sulcatas are cool, but they get huge, and will dig a cave in your yard if not carful with temps. Leopards can be hard. So if you were to ask me, i would say redfooted tortoise would fit you best.

Make a table, When it grows though it will be best outdoors, they will get medium size around 13 inches or more. For babies they can be housed in like a 4x3 foot table, those are best for them.

what kind of bedding to they like ?

If i were you i would use soil, Its going to be hard to keep humidity up indoors, so like 4-7inchs of soil would help keep humidity up, They are sensitive to low humidty. You said you kept box turtles, Kind of the same care, just diet should be more greens then protein

A combination of cypress mulch and peat moss is great for keeping the humidity up and you only need about 2 inches. They love to burrow into it to keep moist.
