Seeing alot of werid animals for sale

A few questions

1. Galapagos and RADIATED tortoise's are common animals to find for sale online now... How hard is it to get permits to keep these animals? I think I would rather have a radiated but what is the procudure for permits and stuff??? How are they to keep???
Why are the endangered but there everywhere now??? How does the studbook work????
