Best size hood for 48" enclosure

I'm getting a custom made enclosure to house my baby stars while they are little. I want to get zoo meds hood that houses a flouresent UVB and two bulbs. Would it be better to get the 24" that only covers half the enclosure or the 48" that would cover the entire area. I thought maybe the 24 since they would have the half to get away from the basking and UVB light if they wanted to. Any thoughts would be appreciated

I tend to put the UVB over just part of the enclosure so the tort can self regulate, ie get out of the sun if he wants to. Just like having a temp gradient so they can choose
