Don't worry, he isn't sick. The white stuff is urates and is perfectly natural. However, if you have urates at all they should be liquidy - sort of creamy - if they are gritty or solid then it means your tort is dehyrated and you should get him hydrated as soon as possible (soak him up to his chin (or where his top shell meets his bottom shell) in warm water for about 20 minutes a day until he is hydrated (and then two or three times a week after that). Always ensure he has a source of water to drink if he wants to. If his urates are really solid you can also give him some cucumber (it has no nourishment but lots of water and is good for getting water into your tort in an emergency.

thanx so much i get so worried over my baby
Don't worry, we're all exactly the same when we think one of our torts might be ill. It's always worth asking.
Have you looked at these two sites for information on sulcata care:
http://www.sulcata-station.org/index.html
(I don't have sulcatas and so don't really know this site, but it looks OK)
and
http://africantortoise.com/
(again, I don't know the site, but it is run by someone who is very knowledgeable).
