Is the water heated, do they have a basking area that's warmer than the water? If they aren't warm enough they won't eat.
You could also try putting them in a small container one at a time then feed them. Sometimes they'll eat better if there is no competition for the food.
If you can get them to eat, it's always a good idea to take a fecal sample when you find one to a vet to run a test for parasites.
I always like to rule that out right away when I get a new turtle and most vets will run the test for you without seeing the pet, then if they find something you can make an appointment with the vet.
