Looks like she's putting sand in water. Make sure she doesn't start putting water in the sand or you might end up with quicksand!

thats pretty cool, every lizard ive ever had has done the inverse, dig under the waterdish and flip it over, therefore turning the sand into what could almost be mortar or cement.
