I don't have a definative answer for spotteds coming from SC. SC used to be a state where almost "anything goes" when it comes to herps, but I heard that they recently established some regulations. I have neither seen those regs, though, nor talked to anyone in the state wildlife agency. I'd recommend speaking with a supervisor in the SC state wildlife agency.

HOWEVER, spotted turtles are not federally listed. If they were coming from a non-native state going to a non-native state, there is no issue. If the turltes are going into FL, check with the FL state wildlife agency. There is only a potential issue when coming from a state where they are native or going to a state where they are native.

If either SC or FL state that you cannot trade in them in some form or remove them from the state or possess them, then it would be a Lacey Act violation to cross state lines.
