It depends what kind of garter you are looking at really.
Corn's will generally not be as hyper as garters but have a much less varied diet (ie. mice). Garters are more fun to watch and have much more of a personality than corns in my opinion. You can watch garters catch worms or fish in a bowl or feed them mice or do both.
Any of the western terestrial garters (thamnophis elegans) subspecies are pretty calm captives if held fairly often. Other garters are much more hyper and seem to never calm down much but they are still more fun to watch than corns.
Captive bred garters will always be more tame than wild caught individuals so that should be a consideration too. Most of the captive bred babies I have raised up end up taking food right from my hand.
