does it matter or as long as the heat gets in??

The basking heat/UVA light source should not be more than 12 inches away from the basking dragon. Take that into consideration as you are setting up the enclosure. Also, be aware of ambient temps. If the enclosure is tall and all of the heat is on top, will the bottom of the enclosure be too cool for the beardie?

2 feet is a good height for bearded dragon cages. UVB lights do need to be close to the basking spot to allow full benefit of the UVB rays for the dragon. If using mercury vapour bulbs, you can have them higher than 12" from the dragon.
