The reason is because states need an extra excuse to fine people for breaking these oh so honorable herp laws. Afterall, most states have to be able to get out of their budget deficits. So they have to pick on people who are concerned over matters that are of lesser concern to most other people. Namely, herps.
Then there's the disease scare, but let's be honest, the worst disease-related problem that you can get from reptiles is salmonella (oh....no! I have a tummy ache!). This only seriously threatens the very young, very old, and immune defecient people (basically, a small percentage of people). Just felt like venting since I just heard about the anti-herp law placed here in Kentucky not too long ago (I live in KY). Guess I'll definitely have to see about moving as soon as I graduate from college.
