Spotted Sally help needed

Hi,
I am new to salamanders and this forum. We collected some eggs from a pond and long story short we hatched some yellow spotted salamanders. About 30 hatched and we returned all but 2. I thought they would be aquatic for a full year but now think that was not correct. My salamanders are now 2 months old and are eating chopped up earthworms. Today I found that the more mature-looking one has changed again and his external gills look like to little black stumps. His tail also looks more grown up and less fin-like.
I noticed that for the first time he seems to be going to the surface of the water for air (?)
They have been in a 10 gal aquarium with gravel and about 4 gallons of water. Screen top and aerator.
Do I need to change the tank to more of a terrarium?
Any links and information would be greatly appreciated.

Their water level will need to be reduced and the set up will need places where the animals can readily access land. See the link for suggestions. The link is for Tigers, but as Spotted and Tigers are both ambystomatids, the information is applicable.
