Fungal Infection?

I wanted to verify that this is in fact a fungal skin infection and make sure that I am providing the correct treatment to my friends new ball (Since it is so small, I didn't want to do the wrong thing and kill it). The other question I had is to find out if it is a normal or a pastel. It seems so light for a normal.

Only way to be positive that it's a fungal infection and not bacterial or something else (ie a burn that is infected etc) is to do a test swab. Examining a sample of the afflicted area under microscope by a vet will determine if the afflicted area is fungal in nature or bacterial/viral.
